Does this really stay offline?
All recognition runs locally in your browser. The one exception: the first time you use a language, your browser downloads its small open-source language file (a few MB) from a public CDN. It contains no document data, and it is cached for offline use afterward.
What is the difference between the two download options?
The main button produces a searchable PDF that looks like the original but lets you select and search its text. The plain-text option skips the PDF and gives you just the recognized text.
